Med odgovornostjo in solidarnostjo: novi solidarnostni mehanizem EU in njegove meje pri prerazporejanju bremen

Avtor v prispevku analizira, ali novi pakt o migracijah in azilu zlasti prek uredbe o upravljanju azila in migracij (angl. Asylum and Migration Management Regulation – AMMR) omogoča učinkovitejšo uresničitev načela solidarnosti iz 80. člena Pogodbe o delovanju Evropske unije. Osredotoča se na novi solidarnostni mehanizem, zlasti letni solidarnostni fond, oblike solidarnostnih prispevkov in postopek premestitve,
ter opozarja na njihove normativne in praktične pomanjkljivosti. Čeprav ureditev pomeni pomemben premik od ad hoc rešitev, avtor ugotavlja, da ohranitev dublinske logike, široka diskrecija držav članic ter omejen institucionalni nadzor zmanjšujejo možnosti za resnično pravično delitev odgovornosti v praksi.
